This can be done pretty quickly once you get to Andalucia (the shortest track in the game) during an Extreme season.

Simply qualify in first place, then restart the round which allows you to do the qualification again. Rinse and repeat. Obviously Rookie difficulty is going to make this a lot easier and quicker.

Either that or just play through the game and qualify before every race.
