A good place to get this is on the "Nevada Highway II" race day near the start of the career mode: there are lots of telephone poles and other roadside obstacles that are easy to hit. It'll probably take 2 - 3 solid hits to total your car.

Make you sure you have a total repair ticket before doing this one.
