For this achievement, you have to defeat Karl Smit AKA: "Baron", who is number 10 on the Blacklist.

The requirements to face him are:

(5) Race Wins
(4) Milestone Events
(500,000) Bounty

Races:
Sprint Race
Drag Race

His ride is Porsche Cayman S and he is an easy racer to beat, he mainly uses his handling on corners to catch you out, just make sure you match him and you'll beat him easy, nitro on straights thats the key, if you are at this point though I think Izzy was harder.
