This can be earned online in either ranked or player matches.
The simplest way is to let someone online wreck you by riding next to their car, just before a large turn, you hit them and ram as sharply as you can into a wall. This will hopefully result in you getting wrecked by this opponent.
Now they should be your rival. All you have to do is to wreck them back. This is a lot harder because they will be fairly far ahead of you in the race so just try to catch up as quickly as possible.
They will be marked on your screen as your rival, so now focus entirely on wrecking them.
If you don't manage to wreck them in this race, stay in the lobby afterwards to join the next race with the same players.
If they didn't leave you should have a whole race to try to wreck them back as rivals don't reset after each race.
