If you find youself wanting to quickly obtain 40 skips, you can boost it with a friend (Though having 3 others will make it that much easier).

Simply set up the game type to include the ability to not be forced to play cards even when a play is available, and the ability to draw cards without ending the turn(I wish I could remember the exact options but they allued me at this moment in time).

Now when playing the game, you will want it so that the person helping you boost is across from you (That's why having multiple people help). I believe this can be achieved simply in a free for all game, but it may take a couple tries (I did it with 3 friends).

Now activate a skip card so that it passes the play onto your boosting partner (Or vice versa), now the other person activates a skip card changing the play back to the original player (So even if there are computer's present, it doesn't matter). If you do not have a skip card, then simply keep picking up cards (By pressing B) until you do.

I was able to do 40 in a few minutes.

A quick way that i have found to get this achievement and the other Card achievements is to play Uno House Rules. Once you are in the options screen make it a Standard game and standard deck. Then make the game score to 5000 this way the game wont end so fast. most importantly change the Draw Type to Draw until play and Forced play turned off. once these 2 key features are modified and the game begins draw the WHOLE deck this way you have multiple specialty cards. as the game goes on, you can keep drawing cards until you are able to play a specialty card and quickly get these achievements.
