In addition to the missions and hit contracts, there are also favors to be done throughout the game. Each favor has a prerequisite such as completing a certain mission, extorting a certain business or warehouse, etc. If you don't see any more favors available but you know there are more, don't panic. Keep going to the Pink circles on your map and complete the missions you gain from them. On the 'Tom's report' screen it'll tell you how much out of 100% you have done. Get 100% to get the achievement.
