Get the motorcycle from the far side of the park near the entrance to the maintenance tunnel, get on the bike and head to the park area go to the entrance to the right of where you got the bike and there will be a staircase that heads into the mall get the bike to the top of the stairs and jump off the side of the stairs to the left, repeat this a few times and it will unlock
