Beat mission 16 (End of the line) you get to pick who you want to win the war NATO or China. I picked NATO and the achievement unlocked for me after the 17th mission or the mission before the last. People have said it unlocks after mission 16 or mission 18 ( the last mission). But as of 11-18-2010 I unlocked the achievement after mission 17.
