There are 4 tunings that you can earn on the table.

Nitro Tuning - What you need to do is shoot the freeway ramp that is 2nd from the right to have a nitro boost added to the board. Once that's added the nitro drop target will activate. It sits above the left flipper/bumper but under the 3 actuators.

It's a pain to hit the target, as you need to shoot the ball from low on the right flipper. It's possible to hook it back using the left flipper, but to have the ball dropping at the right angle to do it is complete luck. The other luck shot is to have the ball bounce off the right bumper up into it.

If you manage to hit the drop target after activating it, you'll receive your first Nitro upgrade. Complete this task 2 more times and you'll receive your Nitro tuning. From there the overheat hurry up mode will trigger, and you have a time limit to shoot the race hole. Drop your ball in the hole in the center and you're good to go. The Platinum Cylinders achieve will pop as well.

Turbo tuning - You need to activate the police chase mode. I've done this two different ways. One involves 8 laps through the spinner, and the other involved back to back shots up through the speed trap to the right of the race hole.

Once the Police chase activates you need to evade the police. I've done this two ways, and both made use of the flipper that is in the upper left hand side of the table. One involved shooting the freeway escape ramp, and then just using that same flipper to shoot the lower track to whip around. The other was up the speed trap, and again using the NW flipper, hitting the upper track and locking the ball behind the gate up there. Not sure of any combination of the two, but your safest bet is to hit the speed trap and try to lock your ball behind the gate by shooting the upper ramp up top. Plus, if you lock 3, it's a multiball.

Chip Tuning - This is a pain, as you need to hit the chip tuning hole above the Right Flipper/Bumper. 4 drops in the hole and you have it. Either shoot low off the left flipper, or get a lucky bounce off the left bumper.

Suspension Tuning - rather easy. just hit the two suspension drop targets that are below and to the left of the race hole. drop the set 3 times and you've got it. After you drop the set one time, the route of the freeway escape ramp changes. I believe shooting the ramp at that time gives you the drift bonus, but I forget. Regardless, you need to wait for the ramp to return to the original position before the suspension drop targets will count towards the upgrade.
