This is an online achievement.
This i got in playtime and basically set up a cat and mouse game and then put myself in an E class car. I'm not sure but I think each team has one E-class driver on their team and they have to help their mouse win by slowing down the other teams mouse.
And yeah you basically have to win by racing in the E class vehicle and beat the other teams mouse to get the achievement.
Pretty easy achievement and a fun game to play if you play it with the right people

This guide is for the Mouse Master achievement for Project Gotham Racing 3. A Cat and Mouse match is a bit more difficult to set up than the Cone Capture or Team Cone Capture events, but it is still a match that you are able to invite players into rather than having to wait for matchmaking to take over.

This match requires four players - two per team. One each team, there must be someone in a Class A car and one in a Class E car. The Class A cars are the cats and the Class E cars are the mice. To get the achievement, your team's mouse must cross the finish line first.

If you are playing with three friends, just all take turns winning in your teams. You'll need a maximum of four games to get the two achievements (Mouse Master and Cat Champion). Stick with your team and just switch cars with your teammate after your first race. Make sure that the mouse of the winning team is the first car to cross the line.

To help, here's a breakdown of how to do it:

Race 1

Red Team - Player 1 A Class Car win, Player 2 E Class Car win

Race 2

Red Team - Player 1 E Class Car win, Player 2 A Class Car win

Race 3

Blue Team - Player 3 A Class Car win, Player 4 E Class Car win

Race 4

Blue Team - Player 3 E Class Car win, Player 4 A Class Car win
