Like in real life, the fastest way to make lots of friends in Thrillville is via bribery. Throughout the game you'll earn prizes and VIP passes for completing missions; late in the game, you'll have lots of prizes and VIP passes and nothing to do with them.

To make a friend, just initiate a conversation with a person and choose the "Gift" option; giving them a VIP pass is the quickest way to instantly make them your buddy, but some of the other lesser prizes will work too.

To get the achievement, you need to make 26 friends. Keep track of your progress by pressing Select and going to the MyCrowd option; it'll show how many more people you need to butter up before the achievement unlocks.
