You have to play online a little bit for this achievement but there is something that makes this achievement much easier. Download the free DLC packs (santa outfits, Unkut gear) and each article of these clothing packs will be only one dollar. Add in the fact that you can buy multiple colors of each item and you should have it much faster than you would have got it normally.
UPDATE: It appears that the free DLC packs are no longer available according to some of your comments. Needless to say that this tip will no longer apply. :( |

Since the free DLC clothing packs have been removed from the marketplace, I thought I would make a price guide to let players know the cheapest way to get this achievement.
Firstly DO NOT buy any purple clothing or clothes that contain purple. Most purple clothing costs double the amount of any clothes of the same kind.
The number in brackets represents how many clothing items of that kind can be purchased for the same price. With that said, here is the price list:
