Spot a police car, ram it, and speed away. Then, smash your way through as many road blocks, and general scenery as you can, don't worry about escaping, you only need to actually rack up the points, you do not have to evade aswell.

Achievement awards as soon as 200,000 damage is caused...

Road blocks are easy ways to rack up points, just try to avoid spike strips...
