You'll need to reach Level 10 and unlock the Oahu island before you can obtain most of the licenses. Go to all the racing schools and obtain all the licenses you can. To unlock higher-class licenses just win lower-class championships. You'll unlock this achievement when you obtain all the licenses (C4, B4, A7-A6, C3, B3, A5-A4, A3-A2 and A1)
