Same method as my other TMNT 1989 solutions:

Start a local (single-player) game with the account earning the achievement, which I will refer to as primary. Using a second controller, join the game with a guest account which I will refer to as secondary.

Fight your way to the area one screen before the boss fight to rescue Master Splinter and let the primary account take some damage until the life bar is down to a notch or two. Enter the boss fight with both primary and secondary turtles, then let the primary account die as quickly as possible. We softened the primary account's turtle up before entering the boss fight to ensure we can let it die before being hit by the flamethrower. Use the secondary account to attack the boss until he is one or two hits away from dying. With one turtle present the count should be approximately 32 hits to kill this boss, so re-spawn the primary account back in as the same turtle around the 30-hit mark. After re-spawning the primary account, use either controller to finish killing the boss as quickly as possible. As long as the primary account didn't mistakenly catch a flamethrower before dying, or after re-spawning in, the achievement will pop.

As long as the primary account is present when going into this boss battle, dies before being burnt, rejoins as the same turtle, and the boss dies before the primary gets burnt, the achievement will unlock. In summary, this method allows your primary account earning the achievement to be present at the beginning and end to get credit for the battle but is not present during the fight with the risk of being hit by the flamethrower.
