During the quest "Birthright" in the same chest the quest locator is fixated on inside the Amell Estate there is an item called: "Heirloom Amell Protective Sigil" that will automatically upgrade Bethany's Mage robes, the achievement pops in the cutscene right after you open the chest. Just make sure you hit the "take all" option on the chest and there is no way you could miss it.

TIP: Make sure you have enough inventory slots for the contents of the chest, at least one spot for the upgrade is required!

This is also true if your party member is Carver instead of Bethany.
