After arriving at the Deep Roads a short cutscene will happen explaining that the path has been blocked, you must then go explore through the side tunnels to find another way, once you make it to the end of the tunnels you will have to fight a dragon. Once the dragon is slain head up the steps behind it, and achievement unlocked.
