You can complete this in ACT 1. Just read anything around that you possibly can. You do not have to actually look at the entries in the codex. All characters/monsters etc. count toward the achievement.

A tip on finding books during your moving around is to hold in the left trigger to bring up the radial menu. If you move the camera around while in this menu, then anything able to be interacted with has words above it. Makes finding loot and books a lot easier.
