The four most powerful people in Kirkwall are:

Grand Cleric Elthina - You can meet her at any time, she is in the Chantry, standing underneath the massive statue in the centre of the room. You are forced to speak with her at the end of Act 2 as well, when confronting Sister Petrice after completing the quest called: "Following the Qun".

Viscount Dunmar - You have to meet him through the story. To begin Act 2, you have to meet with him. The quest is called: "Blackpowder Courtesy"

Knight- Commander Meredith - Without giving away too much, you meet her during the quest: "Demands of the Qun"

First Enchanter Orsino - You meet him during the quest: "Demands of the Qun"

Your achievement will pop as soon as the cutscene with First Enchanter Orsino occurs.
