Very easy! This is the squadron leader from mission one. First off DON'T plan on beating him with a F-16, especially since you have to play on Hard-Ace mode just to get him to show up in mission 1.
Beat the game on hard first. Then get the CFA-44 and equip it with the special multi missile. I don't remember the name of it. Play the mission on free mission on Hard-Ace difficulty. Half way through the mission, the Stirgion Squadron will show up. Use your special missile and lock onto the leader and just keep firing till he's dead. Enemy pretty much can't escape this weapon so, you should get this achievo very easily with this technique.
