Use the red flame to burn the ropes on your first run through the level. When you play as the blue flame you will burn through the wooden panels/shapes up the levels. The red flame's "ghost" will imitate it's actions from the previous run.

When you play as the green flame, use it to cut through rope/wood panels to speed up the burning.

The three flames should eventually overlap on a floor (probably after the third or fourth) and the achievement will pop!
