Here's a video guide that will show you how to sneak through and get this achievement during the Eye of the Storm chapter.
By the time I got to this point, I was able to afford and use Proximity Alarm, Nano Recharge, Mobillity Enhance, and Stealth Enhance, which gave me plenty of cloak time to get from cover to cover.
If you do get spotted, you can quit to menu and resume game without penalty.

Thanks for the guide. I got the achievement last night. on easy setting.
I can confirm though that the checkpoint for this achievement starts when you go down the elevator where the objective is. I got caught outside and had a bit of a firefight but still got the achievement.
I'd like to point out that Norvy's comment of having the upgrades already really help achieve this.
At the checkpoint,I just cloaked and walked all the way inside the room, except where the electricity shoots out - you have to slide under this otherwise...restart to get the achievement.
Also at the door leading to the room with the switch(objective) I passed by the two guards close and he reacted and almost saw me I just kept walking and he resumed his patrol - this did not affect my getting the achievement.
When you pass the two guards turn left first to recharge your nano suit because you have to run and slide while cloaked under the shooting/short circuited electricity. or is this the EMP trap they were talking about? |

Caught up with a friend who had a shot at the game, and lucky bastard for the first time he tried got the chievo. Glad it was on my account.
What he did was go into the level with Mobility Enhance, Stealth Enhance (also used covert ops for a bit I believe, once he worked out how to change armour mods) and I can't remember the final two. Didn't seem to need them at all. Weapons were the Grendel and Sniper Rifle.
First area he triggered no alarms and I don't know if that's part of the chievo, but from the next section you can imagine what he did in the first area.
From the building through the transformer yard (big boxes with electricity warnings) was to use Stealth to move around the top floor and pick off the stationary guards.
I believe there is one in the guard tower nearest to you, which is the right corner of the yard, one at the rear armed with a M60, and one in a vehicle. After that he continued to eliminate the mobile guard force. I believe there were also two guards to the side of the building you come out of it, which he chose to eliminate before making a run for the elevator.
In the power plant itself followed a similar pattern, using a mix of stealth assassinations and sniper rifle fire. I believe he lured each of the guards into the room before you go down into the chamber before the slide to the power plant. I believe he also unlocked the Two Heads are better than One achievement as well. So if you don't have it, another area to try and line the shot up.
