This can not be unlocked until after you complete the Republic Assault mission at Naboo. You will also need a dark side character like Count Dooku, Robonino, and a droid like TX-20. Characters can be swapped out on the main bridge of the ship.
First start with a sith character and TX-20.
Use the dark force to move the plug into place.
Then switch to your TX-20 and activate the panel.
Now switch back to your sith character and spin the device on the wall until all lights are lit up, this should activate a TX-20 control panel.
Switch to your TX-20 and activate it before the lights go out.
Now return to the bridge and switch your TX-20 for Robonino.
Return to the brig and activate remaining panels.
Now switch to your sith character and enter each cell.
Attack the back wall of each cell to expose a valve.
Use the force to turn all the valves and this should turn on the far-right control panel.
Use Robonino to activate this panel and the one to the left.
This should open the last cell and the achievement. Also in the last cell is a red power brick for character studs. Costs 100,000 studs.
