POSSIBLE SPOILERS
What you first need to do is beat the story to unlock the two hidden fighters Quan Chi and Cyber Sub Zero so if you have beaten the story you probably have done the xrays for the sixteen characters you play as which are
1.Johnny Cage (Has to be done while getting hit)
2.Sonya Blade
3.Scorpion
4.Cyrax
5.Lui Kang
6.Jax
7.Smoke
8.Sub Zero
9.Kitana
10.Jade
11.Kung Lao
12.Stryker
13.Kabal
14.Cyber Sub Zero (Has to be done in the air)
15.Nightwolf
16.Raiden
So other than those 16 characters that you probably have already used the xrays for, you have to use it for the remaining 11 characters

5.Noob Saibot
6.Quan Chi
7.Reptile
8.Shang Tsung

11.Sektor
