PVT Lanier is found on the level "Waste processing facility". This level is a few levels into act 2(the start of act 2 is when you become stroggified). After finding him, to get the achievement you have to keep him alive until the end of the level. A good way to guarantee this is to always stay as far ahead of him as possible so he doesn't end up in as many fights.
Also i recommend you do this on casual as it will be easier.
Final note: if your still confused about the level, its the one with the zombies.
