Go into Free play, select private game, and make sure the settings are as follows:

Game Mode: Objective
Play Mode: Solo
Map: Security Tower

Next go into Map Settings
Difficulty: Easy
Min/Max Teams Sizes: 1

Start the game and be sure to play as a Security and a Engineer. The AI will start as a Res. Soldier and plant the HE Charge. Let them. You'll hear a prompt stating they've planted it. Then kill them and difuse the bomb. Ach. should pop as soon as your done. Shouldn't take more than a minute or two.
