I found this to be tricky, only because I tried to manually fire warning shots over the perp's head. What you have to do though is aim at a fleeing suspect. You will see a circle reticle filling up. Keep the reticle on the suspect and a clip will be shown when it fills.

Also, this can't be done on every chase. Me personally, I got this on the 2nd traffic case, the one that starts with the hit and run. The achievement will unlock during the last cut-scene for the case.

EDIT: Apparently "2nd Traffic case" is not specific enough for some :-p

The name of the case is "Marriage Made in Heaven".
