Look at the extreme southeast of the map. Two blocks north of Olympic Blvd. between Mateo St. and Santa Fe Ave. on the north side of the street is a hidden garage for the Cord 810 Softtop (capable of 130 mph top speed).

Get in the Cord and drive east (or have your partner do it for you) to the rail yard which is a short drive across the river. A strip of railway runs (along the river) from Olympic Blvd. north all the way to 1st St. so you will have plenty of room and time to get this achievement and you will not have to worry about anyone running into you.

Trains do run along the tracks but you can see them well ahead of time and they shouldn't pose any problems for the run.

Here is the simplest solution. On the northern most part of the map there is a hidden car called the Delahaye 135MS Cabriolet.

Simply pull out of the driveway, turn right on Franklin Ave, and take off straight. The road is straight and downhill. Avoid traffic and in 10 seconds you'll have your achievement.

One word, folks: downhill.

Contrary to what many people have hinted at, I just found the majority of cars couldn't hit the adequate speed. I'm not the BEST in-game driver, but I'm also definitely not the worst, and was easily able to put together 10 second nearly perfectly straight drags with atleast 10-12 different cars, and NOTHING was working (not even the car shown in the above video)... but when I found a street that was largely downhill (had at least 3 significant dips in the 10 second run) I was able to hit top speed in no time, and easily cleared the achievement in a shockingly common Lincoln Continental... so if you're having troubles, I suggest looking for a nice hill to fire yourself down.

If you are like me (bad in game driver) you might be having a bit of trouble with this achievement.
I have discovered that if you just wait until you start Vice you will get a fast vehicle and you will have a siren. I got it easiest that way because people would generally clear the road for me, so I stopped hitting things and slowing myself down.
As said it's a really easy achievement and if you are good at avoiding cars then you can get it at almost any point in the game because a lot of the cars will hit 80.
But if you need the help of a siren the Vice car is easier to maintain at top speeds and goes a little faster then the other cop cars so...

Wait until the Homicide case file called 'The Studio Secretary Murder'

Near the crime scene is a hidden car at the cross-roads of Traction Ave. and 3rd St.

Collect the car from the garage and just power up Traction Ave. into 2nd St. (Its a straight line)

The car is a Phantom, looks like a smooth batmobile.

You'll be either in the tunnels or just past the tunnels by the time the achievement pops.

(For those that can't wait until that case, very east of the map. Middle bridge. Follow same directions above and that should help)

I got this achievement in a coupe with suicide doors not sure of the name found it in the beverly hills area.

On a stretch of Beverly Ave. It is mostly downhill. It's a gradual downhill but it is down hill. I figured if I couldn't get this achievement in the Ford H-boy on a strip I needed a hill. I wreaked the ford so I took a car in a parking lot. Soon after I had the achievement.

To unlock Lead Foot you need to "Keep the needle above 80mph for more than 10 seconds while driving."

How I got it? I was doing the case "The Red Lipstick Murder" and was driving a Lincoln Model K Convertible Roadster

which can be found behind the Bamba Club during the Homicide case "The Red Lipstick Murder". I drove along Beverley Boulevard, before heading down to 2nd Street and going downhill helped me get the speed I needed for the achievement.

There are probably better/easier ways to unlock this, but this is a video to show how I unlocked it and to show that it can be unlocked this way.

I actually didnt find this as hard as some of the others have experienced, was quite easy really.

I didnt go looking for a certain car or anything, i done this achievement with the police car you start with as a detective and just simply found a large straight round, normally if you find one with the tram lines going through it are normally the bigger roads and easiest to do it on.

Then all i did was put my siren on and drive down the road in the left lane of the direction i was driving so the cars going in the same direction as me would then pull into the right hand lane. But be careful as if cars are stationary at red lights they wont move for up so you've just got to manouve around them without losing your speed and just keep this up along the straight and easily enough the achievement popped.

Also, if you do this at night there will hardly be any cars on the roads so will be alot easier to drive straight without avoiding cars.

There's a sports coupe parked at the Belmont High School parking lot, overlooking the track - if you haven't been there it's off of Belmont Blvd., a little ways to the north and west of the Central Division - once you get it any one of the large, relatively-straight thoroughfares should be suitable for getting it.

Many cars are capable of 80 mph, but not all cars - I found at first the cop cars I drove as a Patrol and Detective weren't up to that kind of snuff.

I think the best way to do this is get a fast accelerating car which is capable of 80mph plus like the Phantom Corsair(hidden vehicle) and then head to the Wiltshire Airport in the far north of the map. The service road which runs alongside the runway is just long enough for you to get the Lead Foot achievement if you start hard up against the airport fence and go West to East.

Doing it this way means you avoid any traffic hazards.

This achievement is fairly simple. It does not require any hidden cars.

Simply use the Police car that becomes available to you as a detective which is the Buick Super which has a top speed of 96 MPH.

From the Police station head northwest 2 blocks to Grand Ave. From there turn your siren on and head southwest on Grand Ave. All traffic will give way due to the sirens and you have a long stretch of straight road and downhills which will allow you to reach the speed and time required for the achievement.

i did this while on my way to the jungle drums set right after i did the shoo-shoo bandits.. got it while driving down broadway from 3rd st to 9th st while avoiding traffic.. very simple to do as you can see oncoming traffic ahead

I agree with ClansR4diks - I got this the first try and got it early on. I was just starting the Traffic case "The Fallen Idol" when I remembered this achievement. The crime scene is across the street from the station, but as I was going to cross the street, I thought, "Let's hop in the car and speed a little!" :) I got in the plain ol' Traffic car, did a u-turn and went up the big hill by the station. I fired up the siren - most of the cars moved out of the way, but it's nice to see that people in 1947 LA drove like a lot of people in 2011: oblivious to their surroundings *grin*. There were some stationary cars, too. When you are moving at such an advanced clip with suspect steering at best, you are bound to hit a light pole or the occasional car and maim a passenger or two. :) But, after a couple of tries, I got a good stretch of road to pop the achievement. Hit Cancel so as not to rack up the damage points on the case, reload the save and voila! - achievement unlocked and you get a do-over on the case. Have fun!
