This achievement is obtainable during the 2nd ad vice story case called "The Set Up" (it is rather far into the game, I believe the case is the 2nd one on the 3rd disc). You will have an investigation scene with Candy Edwards and immediately after that your fellow detective will suggest you follow her. The next day you will begin on a park bench holding a newspaper and that is where this achievement begins.
If you get caught by Candy and start halfway through you WILL NOT GET THE ACHIEVEMENT. You need to quit back to the main menu (do not go to restart) and load up the save again. This should put you back into the room with Candy where you question her. Go through it again and then start back at the park bench.
Let Candy walk by and get some distance between her and you and then proceed to follow her. From this point on you cannot press RB (to go into cover) or A (to go incognito). Simply follow her for the next 5-6 minutes and you will get the achievement after your fellow detective pulls up with his car in a cutscene.
However, Candy Edwards does have eyes like a hawk so I have some tips and a video to help out.
1. Always look for cover that is taller than you. A good example of this is the side of buildings or a tall wall. Chest high walls will get you caught because your supposed to use them in cover to hide (but you can't do that). It is okay to stand near a wall and use that to prevent a line of sight between her and you.
2. Press B to have the camera focus directly on Candy if you lose her. This helps when your moving from wall to wall. However, when your standing near a wall I found it is better to use the right stick to adjust the camera. Pressing B will try to look directly at her, which may make you stare at a wall and lose sight of her.
3.Wait till the red icon starts to flash before moving. Cole will remark with audio cues such as the trail is slipping and he is slacking off. If you get too far behind you can always press RT to run and catch up some ground.
4. Press RT to run from wall to wall quickly. Don't wanna get caught while moving.
With all of these tips this achievement should be a breeze. Good luck!

In the case "The Set Up" you will come to a point where you will need to question Candy Edwards. Once you've correctly questioned her a cutscene will occur showing you and your partner staking out Candy's motel. The next morning she will come out of her motel room and you must follow her without being seen or using cover. You can use incognito once, but only at the beginning with the bench and newspaper.
NOTE: Achievement will not unlock if you fail and continue without exiting the game.
Just follow Candy slowly from a distance. When she makes it around a corner run to the end of the corner as fast as you can, then let her create some distance from you again.

A couple of tips:
1.When she walks on the streets, just follow her from the pavement on the opposite side of the street.
2. As soon as she turns left down the side street, just stay behind the small houses. You can follow her from here until she turns right towards the alley. |

One thing to keep in mind, that I didn't see mentioned above...
While you must quit and resume from the main menu if Candy sees you, you can "lose her trail" any number of times, press A to continue, and still get the achievement. This is useful because there are several checkpoints along the path - you will continue there instead of back in the motel room.
Remember this if you can't find adequate cover, or are getting caught running across open spaces. If you hang back and lose her, the checkpoint you recieve may put you in a better position. |

Spoilers! This is halfway through the first administrative vice desk mission, "The Set-Up." You'll see Candy leave her room.
Only move up when the red dot starts to blink, or Candy will take more frequent stops. There are many things to hide behind, but you'll be running to catch up anyway. When she heads into town, climb the pipe to the roof. There's a ladder near the back of the buildings when she heads into the residential area.
Obviously, never press RB to cover. Be like the moose. And if you screw up, reload your save by quitting out and coming back in. |
