The easiest way to get this one and the 99 hit combo: You will encounter shielded enemies from time to time (for example: Level 1, Level 3). Simply spam the "B" button while facing them (at a short distance) and Green Lantern's claw attack will simply bounce off their shield, with each contact counting as a "hit" on the combo meter.

I did this on level 3 while facing a single shielded enemy near the Oa Battery. As long as I kept spamming "B," he kept his shield up and the combo progressed. Best to do this with no other enemies around to attack you and disrupt your momentum.
