The first level where the votex turret appears is Gordy in the medium levels. You can place all the turrets in this level. The achievement will unlock when you finish all the waves. Losing a life is fine, but losing all of your lives within a level will not work.
If your short on cash you can sell turrets, as long as you had one of each at some point in a game then you will unlock this. |

| The very last level provides you with enough money to buy all the towers right off the start. You will get the achievement as soon as you beat the level or lose all your lives. |
