Easiest place I found to earn this was during Interval 7 - Port.

This level has a lot of the Phase Commanders, the big blue guys who phase in and out of the walls. These guys drop the powerful Penetrator gun. Grab this bad boy and use it for the duration of the level. You will have plenty of enemies to kill and you can easily get ammo from the multiple Phase Commanders and a few weapon caches have them as well.

Alternatively, Leapers (the crazy pale people that carry knives, axes, pipes and crowbars) can be found in abundance in Interval 3. Simply possess one with knives as Fettel and go to work.
