This is the way I was able to get this achievement.
First I started a dynasty and selected Oklahoma as my team. IMPORTANT, I also set the difficulty to Freshman and the recruiting difficulty to freshman
As you progress through the beginning of your dynasty mode it will ask you to set up your recruiting board. When you select that it gives you the option of create prospect. I then created 9 prospects with a 5 star rating. This is the positions I created: QB HB TE WR LE RE CB MLB LG You will want to make all of their home states OKLAHOMA City does not matter
Now press LT one time to get to the attributes.
It helps to know about the positions and what their primary purpose is. (a QB does not need to be good at coverage or blocking and a LE does not need to be good at throwing or catching) But if you dont you can just max all of the attributes to 99
Now that you have 9 different positions created you will move forward to START SEASON.
Now you may want to turn AUTOSAVE off at this point just in case.
Once I started the season I simmed until the conference championship game. I was able to go 12-0 and then it stated that all 9 of the players committed to Oklahoma. The next highest class had 3 5 star recruits. I then simmed to the bowl game and set the quarter length to 1 MIN. I played the game and won. From here I just simmed to the end of the season and the achievement popped along with the best recruiting class.
