Choose Franklin and do a short race to save time. Go slow and be careful not to run into any walls or fall off the track. I'd also stay at the back to reduce the chance of being hit with a power-up. You'll need to complete a whole game (races and challenges). Just doing one race on practice doesn't seem to work. Once the final results animation starts up the achievement should pop.
