During the second mission of the DLC, you'll be in a Red Faction tank and moving towards the Terraformer. Winters will be giving you instructions while you move through the level and he'll tell you to help some pinned down soldiers. Just kill all the cultists in the area and the achievement will unlock. This is story related, and unmissable.
