You will need to build a Gear Hall in your Capital city. By doing the quest, (I forgot the name but it's one where you have to build a Storehouse and gather wood).

Your next quest will be awarded with a Gear Hall and two pieces of uncommon gear. Simply attach one of them to any one of the buildings you want, click Apply and Confirm, and the achievement pops.
