After locating Jaya for the Bar Tab sidequest. Offer to help her with her problem. When you go back to Bobby (bartender in The Hive that issued the quest) make sure to have 5000 credits to pay him off. Once you pay him the 5000, it should pop.
You will get a praxis kit at the end of the quest, so your 5000 credits weren't spent for nothing. -Thanks to Pyro Riot87 for the info.
