Max out the IonBall upgrade.

After each successful level completion you will be awarded XP (experiance points). You are then taken to a screen where you can choose to spend those XP on different power-ups. Each powere-up has 4 levels. Level up the IonBall power-up to the 4th level and the achievement will pop.
