This is a pretty straightforward chapter which follows the usual, two section layout. Obviously, there are spoilers below.

The first section of this chapter has you playing as Ordell, moving a mysterious client from A to B while avoiding the cops. Whilst the usual advice in these cases is to take the cops down using oncoming traffic, you’ll find they will just continue to appear until a certain part of the chapter. Therefore, keeping your speed up and driving well is the best way to evade them. You’ll head to the docks and experience a cut scene, and then be directed to some new checkpoints. Again, evade the cops until the last checkpoint where you'll see the message “lose the cops” – at this point, it’s safe to start using oncoming traffic for takedowns, or alternatively speed away in the Audi you’re driving (it’s more than capable of escaping the cops).

You’ll play as Ordell for the second section of this chapter too, ferrying Leila around to her assassination target. It becomes apparent that her target is Tanner himself, and you’re tasked with tailing his orange Dodge. Even worse, Leila realises you are not Ordell, and you start a strange chase where you remote control Tanner’s car from Ordell’s perpective. Despite the time limit and the bumpy route, you shouldn’t have many difficulties staying ahead in the chase and escaping easily. Just take your time and don’t worry too much about speed, I’m pretty sure it’s impossible (unless you try) to have Ordell’s vehicle intercept Tanner, so the time countdown is your main enemy here. Towards the end of the chase, you’ll see cut scene involving a lot of cops and the achievement will unlock.
