With out the need to make a obvious solution here are some things that you may find useful, This game has a leveling system and you gain xp for any event that you complete, Early levels are limited to only a few events but as you progress it unlocks all the main events,

It is roughly 450'000 xp to reach this required level, You can reach level 40 but that just unlocks all the cars for online use. There are achievements tied to pretty much all the online games be in 10 flags or 30 seconds in trail blazer so you should work towards all of these before just grinding out level 38, this will either get you here or not far short, I finished on level 34.

Once you have got to the stage where your only remaining goal is the 'Master' achievement, I found the best mode to play for xp was takedown, If you get in a full(ish) room (5-8 players) and score your four drop off points worth 200, 400, 600 and 800 each as the getaway driver then as the police you earn 200xp for 'slowing the getaway down', this only requires one touch on there car, so dont ram them hard to destroy them as quick a possible, obviously you want to touch them as many times as you can per round, I found shifting to a new car after every touch the best way to go, I think there is like a 30 second period you must wait between touches, so pinning them up a wall is not going to do you much good.

Effective playing of this mode is reasonably quick and fun, I found that it bagged me between 7500-11000 xp per game (playing every round) to the end, some people will leave after they have driven the getaway vehicle but they are usually replaced by a new player joining the game in progress, so this gives you another round as the police to get as many 200xp touches you can.

Other modes can be played, but for example the longest race mode "sprint gp" will only pay out 4-5k if you consistently place in a high position every race. So for the purposes of boosting xp I strongly recommend takedown. The other bonus of this mode is that it doesn't have a alternative game type so you keep playing takedown again and again with no other messy races popping up into the mix.
