You'll find the Tag gametype in the Free For All playlist along with the Trailblazer gametype.

Placing first in the qualifying round greatly helps you get the Tag, as you'll have a full Boost meter and Weapon meter provided you have unlocked them.

You need to tag the Red vehicle (Dodge RAM SRT-10) to get the Tag. Once you got the Tag you'll need to avoid contact with the opposing players to keep the Tag. Swapping to a fast car right away is your best bet as long as you got first in qualifying. Lamborghinis, the Ford GT, Corvette Z06 and ZR1, RUFs, and McLarens are among the fastest cars in the game so they'll be the best to use (you need to level up before you unlock cars that are faster than those you start the games with).

While you SHOULD be able to hold the tag for an entire game (at approx. 1 point per second, for a total of 100 seconds per game AKA 20% of the total time needed for the achievement) it doesn't work like that.

To maximize the points you get towards this achievement per game, you will need to keep the tag for 10 seconds, lose it, then get it again for 10 more seconds and repeat.

(EDIT: Got the achievement today by playing w/ 5 other people that needed the achievement. Due to the time limit each person can only get maybe 5 or 6 10-second runs with the Tag. All we did was get the tag and sit in alleyways to avoid traffic getting in the way, the person with the tag towards the middle and the people that needed to get the tag around them. After 10 seconds, someone got the Tag and moved towards the middle. Repeat.)

VIDEO: This video belongs to YouTube user EscoBlades and offers great explanation of how to play Tag and do the qualifier rounds.
