You can this right at the beginning of the game after the main chase and crash.
Once you have control of your car or have shifted to the next one (Shift Tutorials), just don't complete the objective and head up to Lombard Street. The street is located up north (a little east) near Fisherman Wharf, just look for the zigzag road. It's pointed out to you on the map with a yellow road path.
Once you've reached it, make sure you're at the top and looking down. I recommend you start from the other side of the main road, so you can gather up the required speed. Now simply hold down the RT button ever so slightly and you can keep your speed at a dead MPH of 25 or a little more. You do not need to hold RT all the way down, just push it lightly.
From here, and doing this tactic you can easily make it down the road without hitting any of the side walls or cones on the bends. You will not need to press LT or B once! Just make it all the way down to the bottom and the achievement will unlock.
