This is achieveable on hard, and it is a lot easier than doing it on expert. Make sure you can full combo the first half of the song (including the mini solo) and try to keep a 4x multiplier for as long as you can during the solo. Practice the solo in practice for a while to a point until you can nearly fc it (bar a couple of mistakes). Then at the end during the gap activate star power. Assuming you then fc the last section with star power still active when the song concludes, you will get the achievement.
