You will get this as you progress through the story.

After the fight with the Nosferatu ( Alexander Ashford, the guy who was chained up ) you will play as Chris Redfield. As you progress through Chris's part of the game you get into the Harrier and are given a cut scene. The achievement popped for me once the cut scene ended and I was in the Antarctic
