You'd need to start a career mode game to get this.
Once you start, you'd be in pre-season. Select the "Youth Academy" option to go into the sub menu. From here, select "Scouting Network", and then "Hire Scout". A list of possible scouts would appear. Choose one that you like, and hire him. Note that the amount used to hire him would come from your transfer budget.
Now, just play the game for a few days, and you'd be informed of the scout's arrival via the in-game email. Once he's here, go back to the scout and deploy him to any region you want. Once done, play a bit more (or simulate a couple of weeks if you want), and the scout would send you an email with a list of potential youngsters to sign.
You can view the statistics of these young players, and even their current and potential ratings. Choose any one of them, sign him, and the achievement will unlock. |

| start a career mode as a manager. on the menu scroll down to youth academy. press scouting network. then press hire scout and hire the cheapest one. after that go to your callender and sim about a month(press A on the last day of the next month. while its simming you will get a message from your scout. open the message and sign one of the kids. achievement is yours. |
