During a later mission in Wellspring you'll be asked to go into the sewers to rid them of a horde of bandits. At the beginning of the area you'll be given some electric bolts to use against some bandits that are standing in a pool of water. After killing them and going down the stairs you'll see a doorway on your right. This room has three enemies in it so simply drive the RC car into the middle of them and detonate it.
