The building you must locate is situated almost due South of the GCPD building (it's called the Krank Co. Toy Factory, and has a giant teddy bear on the roof), and should clearly have a red flare visible above a doorway. There will be a small number of thugs on the rooftop nearby but they shouldn't pose a problem for you no matter how soon in the game you reach them.
Once they're despatched with, simply enter through the doorway and watch the small cutscene - the achievement should pop just after it ends.

| Within the first few moments of the game it'll come up with your first "Side mission" about a distress signal. Just go to the red smoke by the building after doing the training tasks, and you should unlock once you get in the boat |
