Towards the end of the game you will receive a side mission from Mr. Freeze, called 'Heart of Ice'. You will have to find Nora Fries in order to complete the quest. Head to the industrial district in the southeastern part of Arkham city.

After the fight with Mr. Freeze as part of the storyline, you will receive a side mission from Mr. Freeze showing a general location where his wife is located. Find her and return back to Mr. Freeze to obtain Bargaining Chip.
