I got this achievement on mission 8 Survival.The entire mission revolves around stopping crime and putting an end to the mafia on Tropico. The mafia will fight back by catching your buildings on fire once in awhile. On top of all the arsony I had a volcano erupt which caught several buildings on fire and had a severe drought which caused one building to catch on fire. Overall I put out more than 10 fires and didn't even get to them all.
