The best place to get this naturally is in Mission 4 of the campaign. Since the achievement doesn't require you to have any fields in the first place, just to have no dry fields at the end of draught, don't build any. That campaign is already set up for you to not have any farms. Just open up imports for food and keep using markets to distribute it. Make sure you stay in the plus so you can buy all your imports.

I had a draught happen in my first playthrough. Popped right after the draught passed by.

NOTE: 4/22/12 - This may have been "fixed" in a recent title update and may no longer work. If so, your best bet is to make sure you have enough cash and just keep buying helicopter relief during a drought.

This achievements is very simple. I got this achievement during the 5th mission in the campaign. But I would recommend doing it in sanbox, or on any island that has a lot of mines. If you pick one with lots of mines, you will obviously be building your economy off of them, most likely only having 2-5 farms for producing food for your island.

When a drought hits, agree with the Enivronmentalist, and save water, then go to your farms, they will have little signs above them, click ALL of the signs, each sign you click will ask you to press X to water the field. I think its only about $400. Make sure you have selected every sign for all of your farms. After you water them, you don't have to water them again, helicopters will keep flying in, when the drought ends the achievement will pop.
